Microsoft does not provide a single direct "download" button for these on their public consumer site. You generally obtain them in one of three ways:

You can extract the English language pack directly from a Windows 10 ISO file (English version). But that defeats the purpose if you have a non-English source. Instead, if you have access to an English ISO, use dism /get-imageinfo to locate language indexes.
